Ending cutthroat internal competition and overcoming critical technological bottlenecks—what makes these two cities capable of spearheading the Made in China drive?

 

Changsha's performance in the first half of 2026 was far from satisfactory. Its GDP grew by only 2.5%-ranking low among cities with an economic output exceeding one trillion yuan-while the secondary industry remained virtually stagnant, edging up by just 0.8%. Growth rates across its three traditional pillar industries-automobile manufacturing, tobacco products, and fireworks-all experienced a broad decline.
However, on August 3, the silence was broken by a significant announcement: the official approval of the National Manufacturing Innovation Center for High-End Construction Machinery (hereinafter referred to as the "National Innovation Center"). This time, Changsha is not acting alone; it has joined forces with another powerhouse of the construction machinery industry-Xuzhou.
Why have these two trillion-yuan-GDP cities-one in the south and one in the north-chosen to team up at this particular juncture?

Changsha's Pride and Pain

As the "twin stars" of China's construction machinery industry, Changsha and Xuzhou both lead the sector through sheer industrial strength, yet both are grappling with the bottlenecks and growing pains of industrial transformation.
Changsha's confidence stems from being home to five of the world's top 50 construction machinery enterprises-Sany, Zoomlion, CRCC, Sunward, and Sinoboom. The city has held the top spot nationwide in industrial scale for 16 consecutive years, with the cluster's output value surpassing 250 billion yuan in 2025 and boasting a complete, top-tier domestic supply chain for finished machinery manufacturing.

Yet, beneath these impressive achievements, underlying concerns are becoming increasingly apparent.
In the first half of 2026, Changsha's GDP growth rate of 2.5% lagged behind both national and provincial averages. Growth in the traditional construction machinery sector slowed, highlighting the pressure to transition from old to new growth drivers. A more fundamental challenge lies in the imbalance where "finished machinery is strong, but components are weak": while the city can produce the world's largest crawler cranes, it cannot manufacture core components such as high-end hydraulic pumps, main valves, and electronic control systems. High-end equipment remains heavily reliant on imports from Germany, Japan, and the United States, resulting in a continuous outflow of the industry's substantial profits.
Meanwhile, domestic peers are engaged in cutthroat low-price competition overseas, and foreign brands maintain formidable market barriers; consequently, it has long been impossible for a single city or enterprise to break through these challenges in isolation. 02
Why Xuzhou?

Unlike Changsha, which rose to prominence later, Xuzhou is a long-established powerhouse in the construction machinery industry. XCMG Group has been deeply rooted in the sector for nearly 70 years, consistently ranking among the top three globally and demonstrating world-class capabilities in niche areas such as large-tonnage cranes and road rollers. By 2025, the scale of Xuzhou's construction machinery industrial cluster had surpassed 152 billion yuan, and the city is now sprinting toward the goal of creating a world-class cluster worth 300 billion yuan by 2030.
Why join forces now? There is only one answer: going it alone offers no solution; collaboration and mutual benefit are the only paths to a breakthrough.
For years, Xuzhou has focused on R&D breakthroughs for core components, independently developing over 100 types. Many of these products have broken foreign technological monopolies and addressed critical industry shortcomings, yet the city urgently needed large-scale, whole-machine application scenarios to validate the value of these technologies.
Leveraging its strengths in top-tier whole-machine manufacturing, Changsha has focused on new material processes, equipment reliability, remanufacturing technology, and unmanned intelligent control. It is driving the industry's transformation toward intelligence, sustainability, and electrification, creating new forms of intelligent equipment and securing a leading position in the industry's future landscape.
Meanwhile, capitalizing on its R&D strengths in core components, Xuzhou has tackled "hard-core" technologies-such as highly reliable, heavy-duty new energy powertrains, digital hydraulic systems, and intelligent fault diagnosis and maintenance-thereby solving the challenge of domesticating high-end core components and filling the industry's most critical gaps.
Changsha's whole-machine application scenarios provide a platform for the practical validation of Xuzhou's core components, while Xuzhou's hard-core technologies empower and upgrade Changsha's manufacturing sector, effectively clearing bottlenecks in the industrial chain.
In fact, the groundwork for this collaboration was laid years ago. From Xuzhou's fact-finding visits to Changsha in 2020 to the consensus reached between Hunan and Jiangsu provinces and the formal signing of agreements between the two cities in 2024, years of mutual interaction ultimately paved the way for the establishment of the nation's first cross-regional national innovation center for construction machinery.

From "Manufacturing Machines" to "Setting the Rules"

The goal of forming this "national team" goes beyond simply manufacturing more machines.
High-end hydraulic components, electronic control systems for engines, and large-diameter bearings-these critical components have long relied on imports. A significant portion of the profits from high-end construction machinery has historically flowed to overseas suppliers. The mission of the "national team" is to reclaim these links one by one and secure a firm grip on the critical nodes of the industrial chain.
What does this mean for Hunan?
It means that companies like Sany and Zoomlion can finally source core components for domestic substitution right on their "doorstep," eliminating the need to queue for imported hydraulic parts or worry about exchange rate fluctuations. It signifies an upgrade in Changsha's competitive edge in construction machinery-shifting from mere "assembly and integration" to "full-chain autonomy."
On a deeper level, the unmanned, intelligent control systems Changsha is prioritizing align with the future form of construction machinery: transforming from equipment defined by raw power into intelligent agents capable of understanding operating conditions and "thinking." This represents not just a technological upgrade, but a fundamental shift from selling hardware to selling capabilities. Whoever defines the standards for intelligent construction machinery first will dictate the rules for the next generation of products.
Securing the right to set global standards is the ultimate long-term goal; whoever leads on standards controls the rules of the game. The establishment of the National Manufacturing Innovation Center for High-End Construction Machinery offers China a chance to shift from "playing by others' rules" to "having others play by ours." As the headquarters location and a hub for complete machine manufacturing, Changsha is naturally positioned at the forefront of this rule-setting process.
However, a path is not a destination. How will Changsha's capabilities in complete machine manufacturing and Xuzhou's expertise in component technology spark a "chemical reaction" when brought together on a unified platform? That remains to be seen.
